New EU regulation on official document translations from Feb 2019

EU Regulation 2016/1191 will take effect on 19 February 2019.

The EU passed a regulation to simplify the circulation of certain public documents between EU member states in 2016. It will take effect on 16 February 2019.

This regulation aims to reduce administrative overhead and promote free movement for EU citizens. It requires authorities of member states to recognize public documents issued by other member states (such as marriage certificates or birth certificates) without requiring a legalization (apostille).

It also simplifies the formalities for certified copies and translations of public documents. Multilingual standard forms (translation aids) will be available as attachments to the original documents. This is intended to reduce the need for certified translations.

However, the regulation does not specify the recognition procedure for documents in the target country, since it is still subject to national law – within the bounds set by the EU.

Citizens can now demand a multilingual standard form when requesting official papers in their countries of origin. However, the standard forms will only be available for public documents currently used by a member state.

The regulation will affect civil status documents, such as birth certificates, name change certificates, marriage or civil partnership certificates, adoption papers, death certificates or police clearance certificates.
